Earthquake-Proofing Renovation Guidelines for existing buildings were developed from 1977 to 1982, and are becoming more widespread.
In addition, measures have been promoted to prevent walls and window glass from falling.
E. Earthquake-Proofing of Vital Services
A unified and comprehensive system of preparations to preserve the lifelines which are indispensable to the lives of citizens, such as electricity, gas, water, telephones and etc., has been improved in addition to individual earthquake preparations.
For example, Tokyo Gas Corporation has implemented a system of supply which could be controlled on a regional block basis, in order to respond to the situation depending on the extent of damage in the regional block.
F. Providing Disaster Prevention Base Facilities
The National Land Agency and Fire Defence Agency are promoting model projects to provide Disaster Prevention Base Facilities, in order to improve the disaster prevention system at the community level. These function at times of disaster as bases for disaster countermeasure activities, and in normal times as a place for activities such as PR, education, and training in the disaster prevention.
In addition, the Central Disaster Prevention Council decided in May 1983 that the TACHIKAWA Wide-Area Disaster Prevention Base should be established on public land which was formerly TACHIKAWA Airport before its return to the Japanese Government. This functions as a base for emergency
